It was established in 2004 on the basis of the Salgirka park, which is a model of landscape gardening art. There are rare, relict and endangered species of flowers and plants which grow on 32 hectares of green territory. There are rose garden, iridary; cedar-sakura, walnut, catalpa, chestnut and thuya alleys. In addition, in the park the cascading reservoirs were restored, around which an exposition of aquatic and coastal aquatic plants is arranged. In the garden there are the former mansions of Academician Pallas and Count Vorontsov.
