It was installed in the 2000s in Sevastopol at Cape Khrustalniy near Artbukhta (artillery bay). The decision to erect the monument was made as far back as in 1972. Initially, it was thought as a part of a large memorial complex.

The monument is a figure of a sailor and a soldier dashing to the decisive attack with the weapons in their hands. The monument stands on a pedestal and faces the Sevastopol Bay. The height of the monument is 40 meters.

The area around the monument is landscaped, there is a large observation platform paved with tiles, with shrubs and trees around.
